I think the message works effectively both ways, but the cartel made the best choice. At the end of the day, the message is for the viewer, not the victim. The father clearly accepted his fate and didn't seem to act up much(he only really cared about threats to his loved ones). It therefore is correct to assume that discouragement of future snitches would be most effective if they increase the loved one's trauma, because that's what the cop feared the most(more than his own death). Seeing your father decapitated in front of you and being alone during ur own execution adds to the layers of trauma. It also adds a level of disrespect, since he knows they're gonna kill his kid, but he doesn't get the closure of knowing how. So the opposition knows not to mess with their cartel, because the people who get the worst punishment are the ones you love, who don't even deserve it.
