Major General Nguyα» n Ngα»c Loan was a South Vietnamese general and chief of the South Vietnamese National Police. Loan gained international attention when he summarily executed a handcuffed prisoner of war named Nguyα» n VΔn LΓ©m on February 1, 1968, in Saigon, Vietnam during the Tet Offensive. Nguyα» n VΔn LΓ©m was a Viet Cong (VC) member. LΓ©m was captured by South Vietnamese troops while wearing civilian clothing near Saigon's αΊ€n Quang Pagoda on 1 February 1968, amid the Tet Offensive, a massive surprise attack by the Viet Cong and North Vietnamese forces. He was brought to Brigadier General Nguyα» n Ngα»c Loan, Chief of the Republic of Vietnam National Police. Loan summarily executed LΓ©m in the street, using his .38 Special Smith & Wesson Bodyguard revolver to shoot the bound prisoner through the head. The 36-year-old LΓ©m was accused of murdering South Vietnamese Lieutenant Colonel Nguyα» n TuΓ’n, his wife, six children, and 80-year-old mother. Loan was reported to have said afterwards: "If you hesitate, if you didn't do your duty, the men won't follow you.
In interviews justifying the killing immediately after the event, Loan stated saying that he shot LΓ©m out of anger for being out of uniform and for killing a policeman during capture.
